Willie Lee (Bailey) Eoff was the daughter of James Bailey and Minnie Lee Morrison, natives of Texas. The oldest of five children she was sister to Ruby, Edgar, Cecil and James Bailey. She was raised in Limestone and Jones counties, Texas. Her father farmed and later worked in an oil refinery.

Willie married George Arnold Eoff, Sr, the son of Charles H Eoff and Ellan Ann Langham, in 1919.  They were the parents of George Arnold Eoff, Jr, and Lorene Essie (Eoff) Stranacher. George Sr was working as a refinery laborer in 1930.
